Light hydrocarbon oil to natural gas is the full utilization of non renewable resource gasoline by-products. The National Development and Reform Commission, the Ministry of Science and Technology, and the State Environmental Protection Administration jointly issued Announcement No. 65 in 2005, listing light hydrocarbon gas as a "resource conservation, comprehensive utilization, and environmental protection technology encouraged by the state" project. The National Development and Reform Commission, the Ministry of Finance, and the State Administration of Taxation also listed it as a "encouraged development reduction project". On March 30, 2006, the Ministry of Construction officially listed light hydrocarbon gas as a "national urban supplementary gas", which is the fourth generation of urban gas in China, and promoted it nationwide.
